New Policy on Doctors Working at Multiple Hospitals in China

     On January 13th, National Health and Family Planning Commission (NHFPC) issued guidelines on doctors' working in multiple healthcare institutions. Here are the key points.

     Which doctors can work at multiple healthcare institutions?

     √ clinical\oral\traditional medicine doctors

     √ at least with an intermediate certificate of profession title

     √ keep practicing in the same field for more than 5 years

     √ no fail record on doctors' regular evaluation for two consecutive periods

     (PS: All above must be fulfilled simultaneously.Those who hold an administrative title usually are not allowed to work at multiple healthcare institutions)

     How to do it?

     According to the guidelines, NHFPC encourages filing management, which is also called "just let me know" approach. But each province is entitled to make their own interpretations under the guidelines. Doctors who are in paring assistance project, hosting hospitals or within his hospital union do not need to register.

     What can they practice?

     Those doctors should practice their expertise in the multiple healthcare institutions as what they do in their first registered hospitals. Those who have past the full practice training can add this new specialty to his practising skill list.

     Do they need the approval from their first registered hospitals?

     The guidelines said doctors who are intended to work at multiple healthcare institutions should get approved by their first registered hospitals. But in some hospitals, experimental executions of "just let me know" protocols are welcomed.

     What's to do when medical conflicts occur?

     The principle is deal with the conflict at where it happened. Doctors and patients are both encouraged to buy insurances catering to doctors who work at multiple healthcare institutions and patients who receive such service.
